The UGC’s regulations, introduced in response to a staggering 118% rise in discrimination complaints between 2019 and 2023, mandate the establishment of equity committees, helplines, and monitoring squads in higher education institutions. They broadly define discrimination to include both overt acts and systemic biases, with a focus on protecting Scheduled Castes, Scheduled Tribes, and Other Backward Classes. Sounds good, right?
